Why Now

Konaev is no longer merely the administrative centre of the region

Several independent development trajectories are converging around the city — a state-backed new city, a transport corridor, and recreation on the Kapchagay reservoir. A land portfolio assembled before those trajectories meet is precisely what this portfolio is.

01

Alatau City

The new city was established by government decree in January 2024 and lies along the Almaty — Konaev highway. The project covers roughly 88,000 ha over some 70 km and includes parts of Konaev, whose boundaries were redrawn by the same decision. The planning horizon runs to 2050.

02

Special Status

In September 2025 the President signed a decree granting Alatau special status. In March 2026 parliament approved, at first reading, a constitutional law on the city's status and the creation of a dedicated governing body, the Alatau City Authority.

03

Transport Corridor

One stated reason for the site selection was its position along the Middle Corridor, the developing East–West trade route between Europe and China. The city's plans include rail junctions and an airport; the Almaty — Konaev highway connects to the Western Europe — Western China corridor.

04

Industry and Logistics

One of Alatau's four districts is designated as an export-oriented industrial and logistics cluster. The logistics arm of the Green City portfolio is built on operating rail infrastructure within Konaev.

05

Recreation on Kapchagay

The shoreline of the Kapchagay reservoir is designated in regional development plans as a recreational and tourism zone. The portfolio's waterfront assets sit on the northern shore, within ten minutes of the city.

Four independent directions, each with its own investment profile — from freight infrastructure to the ORLEU and AYLAQ mixed-use clusters that shape the image of the new Konaev. Below are planning diagrams for each direction, drawn from the portfolio’s title and design documents: site plan schedules, floor plans and cadastral areas.

How to Invest

Five models of participation

The format is set against a specific asset and investor profile. The structures below are potential transaction models, not agreed terms: the final model is shaped by negotiation and due diligence.

Model 01

Direct Asset Acquisition

The investor acquires the land asset and develops it independently, with full control over concept, timing and project economics.

Investor→Asset purchase→Independent development
Model 02

Joint Venture / SPV

Land is contributed to a project company and the investor contributes capital. Proceeds are distributed between the parties in proportion to shares agreed at the structuring stage.

Land contribution+Investor capital→SPV→Development→Profit distribution
Model 03

Development Partnership

Landowner, developer and capital partner combine capabilities in a single project, each responsible for their own part — the site, delivery, and funding.

Landowner+Developer+Capital partner
Model 04

Phased Investment

Capital is deployed in stages as project milestones are met. This reduces the single-point commitment and allows parameters to be revisited between stages.

Stage 1→Milestone→Stage 2→…
Model 05

Strategic / Operator Partnership

Engagement of a specialist operator — hospitality, medical or logistics. For the logistics direction, EPC and EPC+F contracting applies, including contractor-arranged financing.

Asset→Specialist operator→Operations and standards

Debt financing — senior and mezzanine — is considered as a complement to any of these models for phases with predictable cash flow.

Investment Rationale

Why Konaev

The combination of land portfolio, existing infrastructure and geography forms the basis of the investment thesis.

  • Rail sidings and a 1,480.9 m² warehouse form the core of the logistics hub
  • A freight terminal with warehouse and container infrastructure gives Logistics Park its multimodal profile
  • The flagship ORLEU cluster with ORLEU Sphere forms the core of the city’s hospitality, business and events centre
  • The AYLAQ district on the first line of the Kapchagay bay — premium residential and public space at the water
  • Konaev's northern shore is allocated to a medical, recreational and waterfront programme
  • Urban wellness modules in Almaty (Mamyr, Dostyk) extend the portfolio beyond Konaev
  • Flexible transaction structures — from equity participation to EPC/EPC+F — for different investor profiles
CUMULATIVE PORTFOLIO CAPITALISATION 832 — 1,132 EUR M · PHASES 1—2, STATED RANGE 1 200900 6003000 ON REQUEST P0P1 P2P3 P1 · ORLEU ≈EUR 232M P2 · LOGISTICS PARK EUR 600—900M P3 · WATERFRONT + MODULES on request
Portfolio capitalisation builds sequentially: the land portfolio as a base, then the delivery of ORLEU and Logistics Park. The P2 range reflects the stated investment guide for the logistics direction. The waterfront cluster and urban modules are valued individually and are shown as an open contour. The AYLAQ project (USD 395M investment) is not included in this EUR chart.

Asset Portfolio

Areas and budget guides are stated from the sponsor's materials and are confirmed during due diligence.

Location

Connected to logistics and the region's business centre

Portfolio assets sit in Konaev and Almaty, with direct transport links to the region's business centre and to the logistics corridors along the Kapchagay shoreline. Geography drives the portfolio's logic: the freight direction is tied to rail and the Almaty highway, the waterfront direction to the Kapchagay waterline, and the urban modules serve the Almaty agglomeration.

  • Rail and logistics hub5 min
  • Kapchagay shoreline10 min
